Great colleagues Good organization culture due to the employees only

Lack of good HR culture Employees taken as Liability than assets Uncertainity for growth (both salary and position) too many people working in the same position for a decade and no room to grow for the new joinees

Advice

I suggest you have a good HR team, HR duties are not limited to annual retreats, sending appraisal forms annually. You cannot put all employees in the same basket and halt one's growth for someone else getting pissed off. Please have some one-on-ones with the employees, there are hardly 50 employees!! Lastly, if needed you should either retire the old employees or give a chance for the new joinees to grow. And I don't even want to talk about the salary raise, glad I left for a good raise and growth.
